Evaluation of the implementation of the Europol Council Decision and of Europol’s activities

The report by RAND Europe of the implementation of the Europol Council Decision (ECD) and of Europol's activities was accepted by the Management Board at its meeting on 6-7 June 2012. The evaluation is primarily based on the results of interviews with more than 100 individuals from Europol, its Management Board, and stakeholder organisations; focus groups with HENUs; and a web-based survey whose respondents included law enforcement practitioners in Member States and Third States.

In accordance with Article 37(11) of the ECD, the Management Board, which commissioned the evaluation, has transmitted the report to the European Parliament, the Council and the Commission. The evaluation shall support the impact assessment which the Commission will conduct with a view to elaborating its proposal for the future draft Regulation on Europol. Consequently, the report is of high importance for the future legal framework which will shape Europol for the next decade.
